Her Story
Meet Chloe
Chloe was born and raised in Buena Park to a working-class immigrant family. Her mother is an adjunct ESL instructor and her grandparents are small business shoe cobblers. Education has played a transformational role in the family and community.
Serrano is a education policy advisor, community organizer, and firm worker’s rights advocate. She has served as a committee member at the City of Buena Park’s Community Development Block Grant Committee. At fifteen, she co-founded a youth-led coalition, Melanated Youth, where she advanced opportunities for youth to get involved in their community. Through the coalition, Serrano connected homeless communities with essential resources and care packages through donations from food banks and community members.

Transfer Student to Advocate
Chloe attended Fullerton College where she served as the Associated Students President and Student Trustee. After, she transferred to and recieved her Bachelor’s Degree in Asian American Studies at the University of California, Los Angeles.
Her experience working with community colleges, public policy, and local government will help guide the North Orange County Community College district through the challenges facing higher education while keeping students at the center of every decision.
Why She’s Running
Student-Centered Leadership
Chloe is running to bring a student-centered voice to district leadership. She believes trustees should champion access, accountability, and practical solutions that help students thrive in and beyond the classroom.
Her approach is grounded in partnership with students, educators, families, and the wider community. By focusing on opportunity, equity, and long-term success, she aims to help NOCCCD remain a strong pathway for every learner.
